The Central Commercial Maintenance Assessment District (MAD) was officially established by City Council Resolution R-201471 on August 8, 2000, in compliance with Proposition 218. Formation of the District followed a successful assessment ballot proceeding, approved by local property owners.
Located within the Southeastern San Diego Community Planning Area, the District includes the following corridors:
- Imperial Avenue from Interstate 5 to 32nd Street
- Commercial Avenue from Interstate 5 to 28th Street
- National Avenue from 28th Street to 32nd Street
- All side streets between Imperial Avenue and Commercial Avenue from Interstate 5 to 28th Street
The District is funded through special assessments and exists to provide essential services that enhance the cleanliness, safety, and appearance of the area. Services include:
- Ongoing maintenance of public rights-of-way
- Litter abatement
- Graffiti removal
- Additional beautification and sanitation efforts
Logan Heights Community Development Corporation (LHCDC) leads community outreach and stakeholder engagement for the District, while the City of San Diego oversees its administration and contracts with Urban Corps of San Diego County to carry out maintenance and beautification services.
